Image, resize 80%

With your magic wand click inside of the frame

Selections, Modify, Expand by 8

Edit, copy Paper 14

Edit, paste, paste as new layer

Layers, arrange, send to bottom

Selections, Invert

Move up to the right some

Edit, Clear

Edit, Copy Light Beam

Select Raster 2

Opacity: 50
Blur: 10

Shadow on new layer NOT Checked
