Edit, paste as new layer and move to your left frame

Image, resize tube by 80% two times and place the tube as you wish

Press the delete key on your keyboard

In the scrap kit pick It's Halloween Ribbon1

Edit, copy

Paste as new layer

Move to the bottom of the rectangle placing so it is behind fang-tastic wording

Resize by 55% place as I have it on my example

Edit, copy your full length tube

Edit, paste as new layer.

Paste as you wish or the way I have it in my example tag

Resize to 200 in width

Alien Skin Xenofex 2, Lightning Plugin found HERE

Pick black for your background color and a contrasting color for your
foreground. As you can see I picked a red to match the tattoo on the tubes
arm

Open a 650 x 250 new image

Flood fill with black

Selections, Select All, Float, Defloat

Selections, Modify, Contract by 5

Selections, Invert

Layers, new raster layer

Flood fill with your contrasting color

Effects, Plugins, dsb flux, Bright Noise Settings of:

Intensity: 45
Mix Checked

Resize your moon element by 40%

Edit, copy your moon element

Edit, paste as new layer

Move below the border and place as you wish. You can see my tag for
placement. I moved it til just a portion of it was showing

Edit, paste as new layer

Place to the far left side. Resize as needed to fit into your tag. I
resized mine by 80%

Select your black background layer

Duplicate 3 times

Starting on your bottom layer

Effects, Plugins, Allien Skin Xenofex2, Lightning, default settings

On copy of raster 1, Effects, Plugins, Allien Skin Xenofex2, Lightning
click the random seed button to change the numbers

On copy 2 of raster 1, Effects, Plugins, Allien Skin Xenofex2, Lightning
click the random seed button to change the numbers

On copy 3 of raster 1, Plugins, Allien Skin Xenofex2, Lightning click the
random seed button to change the numbers

Yes you do that for a total of 3 times changing the random seed
number

Add your name and copyright info now to your tag

At this point open up Animation Shop

Back in PSP select raster 1(making sure that layer is chosen), close off
copy of raster 1, copy 2, and copy 3.

Edit, copy merged

Go to animation shop and edit, paste as new animation

Back to PSP x out raster 1 and highlight copy of raster 1. Click the eye so
that the x is gone

Edit, copy merged

Go to animation shop and edit, paste after current frame

Back to PSP x out copy of raster 1 and highlight copy 2 of raster 1. Click
the eye so that the x is gone

Edit, copy merged

Go to animation shop and edit, paste after current frame

Back to PSP x out copy 2 of raster 1 and highlight copy 3 of raster 1.
Click the eye so that the x is gone

Edit, copy merged

Go to animation shop and edit, paste after current frame

View, Animation to check on the animation effect

File, Save As, name your tag, save, next, next, next, finish

If you wish to make a matching AV

Open new image 150 x 150

Flood fill with black

Selections, Select All, Float, Defloat

Selections, Modify, Contract by 3

Selections, Invert

Layers, new raster layer

Flood fill with your contrasting color

Effects, Plugins, dsb flux, Bright Noise Settings of:
Intensity: 45
Mix Checked

Edit, copy your tube and place as you wish

Add your copyright info and the name or Initial you wish to place

Save and you are finished
